The FBI has arrested a Rochester, Illinois man on charges he threatened to shoot Congressman Rodney Davis. Sixty-four year old Randall Tarr is charged in a criminal complaint with making a threatening communication against Representative Davis.
An affidavit filed in support of the criminal complaint alleges that on the morning of November 25, 2019, Tarr called Congressman Davis’ Decatur office and left a profanity-filled voicemail in which he threatened to shoot the Congressman.
During a court appearance (today) Thursday, Tarr was released from custody under conditions, including home detention and location monitoring.
The FBI and Rochester Police are continuing to investigate the case. The public is reminded that a complaint is merely an accusation, and the defendant is presumed to be innocent unless proven guilty.
